Now getting to where to reference your boost line for the waste gate it can be the turbo outlet if it has a nipple, it can be on the IC piping or can be your intake manifold like using a vacuum block that 2J sells. You should only hear your waste gate dump (exhaust getting really loud) when at boost only. You stated you hear your open dump at idle? That shouldn't be so, open dump should only be open when you reach pre-set boost pressure (depending on waste gate spring) allowing exhaust gases to be released bypassing the turbo. The vacuum pressure helps keep the diaphram closed pulling it down. I wouldn't use a 1-way check valve because you want vacuum on that same nipple of the waste gate. When you hit boost and depending on your spring you want that boost pressure to overtake the spring and raise the diaphram to allow exhaust gases to bypass the turbo and regulate boost. Do you have pics of your setup? First of all you should have your vacuum/boost line to the lower part of the waste gate.
